Step 1
Cut lace into 4 large, even squares. The easiest way to do this is to remove the selvage and line up the two formerly selvaged ends. Fold back over to the cut ends, making a square. Cut into 4 pieces.
Step 2
Fold each square in half, then in half again. Cut a partial circle out of the folded corner. The cut should be about 2-1/2 inches deep for an average adult, smaller for a child, and larger for plus size.
Step 3
Unfold the fabric, and you’ll have a hole in the center of each square. From the middle of one of the sides, cut to the hole. Repeat for all squares.
Step 4
Sew pieces together along cuts, making one long piece with centers joining to make 1 long curved waistline at the top and corners of all squares at the bottom.
Step 5
With sewing machine’s gathering foot or a needle and thread, gather the entire length.
Step 6
Lay gathered edge over the waistband. Sew it inside out so that the stitching will be on the underside of the fabric when finished.
Step 7
Add as many layers of tulle as you want, gathering and sewing each layer directly on top of the lace. Be as creative as you like with the length, fullness, and color(s). The possibilities are endless!
